Lulinha's Partnership with Lobbyist Exposed
Mensagens obtained by the Polícia Federal reveal a partnership between Fábio Luís Lula da Silva, son of President Luiz Inácio Lula da Silva, and lobbyist Roberta Luchsinger, who was involved in negotiations to secure contracts with the federal government.

The Polícia Federal has obtained messages that detail the partnership between Fábio Luís Lula da Silva, son of President Luiz Inácio Lula da Silva, and lobbyist Roberta Luchsinger. The messages, which were revealed by the revista Veja, are part of an investigation into suspected influence peddling. The content of the messages was confirmed by O GLOBO.
In one of the messages, Lulinha encourages Luchsinger before a meeting with government officials. At the time, the group needed access to the Ministry of Health. It was up to Marco Aurélio Santana Ribeiro, then chief of staff to Lula, to arrange a meeting between Luchsinger and Swedenberger Barbosa, then executive secretary of the ministry.
Investigation Findings
The Polícia Federal's investigation has found that Luchsinger maintained a hidden partnership with Lulinha and Fernando Bittar to broker business deals. The investigation has also uncovered a WhatsApp group called "Musaranhos", which the trio used to discuss their business dealings with the government. Lulinha and Bittar were referred to as the "Musos", while Luchsinger was known as the "Musa".
The messages obtained by the Polícia Federal reveal that Luchsinger boasted about her supposed closeness to President Lula. She claimed that Lula had offered her a job in the government, but she had declined. The messages also show that Luchsinger was involved in negotiations to secure contracts with the federal government, including a deal to sell cannabis-based medicines to the Ministry of Health.
Roberta Luchsinger's Business Dealings
Luchsinger's company, RL Consultoria e Intermediações, was used to broker business deals with the federal government. The company had a capital of R$ 99,800 and was registered as a general services and business brokerage firm. Luchsinger used her company to negotiate deals with various government agencies, including the Ministry of Health.
The Polícia Federal's investigation has found that Luchsinger received R$ 1.5 million from Antonio Carlos Antunes, a businessman who was involved in a scandal over illegal pension payments. The payment was made in five installments of R$ 300,000 each, and was allegedly for consulting services provided by Luchsinger's company.
Contract Negotiations
The Polícia Federal has obtained a draft contract between Luchsinger's company and the Safe Consig Tecnologia da Informação, a company that provides technology for managing consigned loans. The contract was found on Luchsinger's phone, and appears to have been sent to her by a person named Saulo, who is a partner in the Safe Consig company. Luchsinger wrote to an interlocutor, "Saulo sent me the revised document. I'm going to sign, okay?"
The investigation has also found that Luchsinger and Antunes were involved in negotiations to sell cannabis-based medicines to the Ministry of Health. The deal, which was worth R$ 636 million, was to be secured without a public bidding process. The Polícia Federal has obtained audio recordings of Luchsinger and Antunes discussing the deal, and has found documents that appear to be a term of reference for the contract.
